Change NebulaPOS Interface to a service

The files required for the interface between Apex and NebulaPOS to operate as a service are seen below.
As with all interface services there is an exe that is mainly used to restart the service, a batch file to install the service and one 
to uninstall it if necessary as well as an ini (a log file is created automatically when the service starts up).
