Rebuild ISO Codes manually via utility menu option

Rather than rebuilding the ISO Country and district codes with every database update, a utility has been added should a rebuild be necessary in future. This was done to reduce the time that the database update/upgrade takes.
When clients are looking to use AskNebula and are upgrading from very old (pre v2.16) versions this function should be used to get the correct country- and district codes added for selection from the property address fields.

Bill posting issues - Currency conversion Zimbabwe
